Biden signs bill ensuring repairs for New Savannah Bluff Lock and Dam

President Joseph R. Biden has signed into law the Thomas R. Carper Water Resources Development Act of 2024, a bill that includes provisions for the repair of the New Savannah Bluff Lock and Dam. This legislative measure mandates maintaining the pool level at 114.5 feet.

Congressman Rick W. Allen expressed his satisfaction with this development, stating, "This is a historic day for the CSRA, residents of the 12th District, and all of East Georgia." He highlighted his long-term efforts with local leaders to maintain both the lock and dam as well as water levels crucial for local stakeholders.

Allen acknowledged facing numerous challenges during this process but remained resolute in preserving water levels critical to businesses and homeowners. He extended gratitude to his colleagues, including Rep. Joe Wilson, Rep. Mike Collins, and committee chairpersons Sam Graves and David Rouzer, for their support in ensuring this language was included in the final bill.

Rep. Joe Wilson also shared his perspective on the issue: "My colleagues and I have maintained for years that the Army Corps of Engineers misinterpreted...the pool be maintained at 114.5 feet." He noted that previous plans by the Corps would have negatively impacted North Augusta's economic activities by lowering water levels.

Wilson appreciated collaborative efforts with various officials such as U.S. Senators Lindsey Graham and Tim Scott, Governor Henry McMaster, Attorney General Alan Wilson, S.C. Senator Tom Young, S.C. Representative Bill Hixon, North Augusta Mayor Briton Williams among others on addressing this critical issue.

The journey to achieving this legislative success has been marked by significant milestones since early discussions began in February 2019 through to December 2024 when Congress moved forward on its resolution.
