Congressman Rick W. Allen has reintroduced the Creating Legal and Ethical AI Recordings (CLEAR) Voices Act, aiming to amend the Communications Act of 1934. The proposed legislation seeks to establish standards for artificial or prerecorded voice systems created through generative artificial intelligence.
In a statement, Congressman Allen emphasized the need for updated laws to protect consumers from AI-generated robocalls. "Far too many Americans have fallen victim to the emerging threat of AI-generated robocalls, particularly our seniors," he said. He added that without these updates, consumers could face potential fraud or privacy invasions.
The CLEAR Voices Act aims to address these concerns by modifying Section 227(d)(3) of the Communications Act of 1934. This modification would ensure that AI-generated systems are subject to the same regulations as traditional telephone-based systems, commonly known as robocalls. The Federal Communications Commission (FCC) would be authorized to apply these standards to other emerging technologies as needed.
The bill falls under the jurisdiction of the Energy and Commerce Committee's Subcommittee on Communications and Technology, where Congressman Allen serves as Vice Chair. He expressed his commitment to leading on these issues in the 119th Congress.
