Yesterday, Congressman Rick W. Allen (GA-12) introduced the Creating Legal and Ethical AI Recordings (CLEAR) Voices Act. This bill seeks to amend the Communications Act of 1934 by establishing technical and procedural standards for artificial or prerecorded voice systems created through generative artificial intelligence (genAI). Upon introducing the legislation, Congressman Allen issued the following statement:

"As technology continues to evolve and play a larger role in Americans' lives in the modern economy, Congress must work to ensure existing laws and regulations do not lag behind. Absent clear regulatory guidance, bad actors are too often utilizing AI technologies to deceive consumers through highly realistic automated calls, leading to potential fraud or privacy invasions.

"I am proud to be leading the effort in Congress to crack down on this malign practice by introducing the CLEAR Voices Act. By establishing updated standards for AI-generated voice systems, this legislation aims to protect consumers from these emerging threats. With the increasing use of AI in communication, maintaining public trust is crucial, and this bill makes great strides in doing so."

The CLEAR Voices Act modifies Section 227(d)(3) of the Communications Act of 1934 to incorporate AI-generated systems, ensuring they are subject to the same regulations and standards as traditional telephone-based systems (otherwise known as “robocalls”). The Federal Communications Commission (FCC) is granted the authority to determine and apply these standards to other emerging technologies as appropriate.

Today, Congressman Allen spoke on the introduction of the CLEAR Voices Act during a Communications and Technology Subcommittee Hearing on the FCC's Fiscal Year 2025 Agency Budget.
